UPDATE: it really only works with unencrypted tags. The decode software doesn't seem to do much (maybe if the defaults were used on the card it might work but I have yet to see it work). If you need to copy an encrypted tag your better off getting an NFC USB dongle compatible with cracking software and learning how to use it. Startimes decoder possesses auto-update function. When the decoder receives a new version of the software, a dialog box will pop up to remind you of new version of software update, and then the decoder will automatically update the software. Interruption of signal strength can cause update disruption. Click on FWUpdate.exe, this will update your firmware to version 5.26. CHECK SERVICES to make sure Smart Card is running (This Video shows a very basic version on how to start the service (start at 44 seconds)) If your CAC reader is still not seen by ActivClient, make sure that the Smart Card service is running.

Presenting a card to a card reader, displays the card number that’s printed on the card. PACSprobe displays card data. The resulting card number is copied to the clipboard for easy copy and paste.

The output can also be placed in the keyboard buffer, allowing you to populate Excel spread sheets, Notepad or any other software that accepts manual data input.
